In spite of the fact, there’s a great number of definitions of poverty, in 2013, the World Bank Organization defined it as hunger. Additionally, poverty might also point out to the lack of shelter. Poverty also suggests being sick simultaneously unable to see a doctor. Then, it’s also about not having access to school or having an ability to read. In addition to this, poverty suggests the absence of a job, that’s also a strong fear for the future, and living one day at a time. Poverty features a lot of faces, shifting from place to place and across time. It’s no wonder it has been described in many ways. Very often, poverty can be defined as a situation, which folks are eager to escape. We can also say that poverty is a universal call to action, a strong call to change the world so that more folks might have enough to eat, access to education and healthcare, adequate shelter, protection from violence as well as a voice in what takes place in their communities.

In 1601, the Poor Law was firstly introduced to withstand poverty. It was a relief system, putting emphasis on the local parish to look after their own poor. It was also responsible for the collection of a tax dubbed the Poor Rate from its parishioners. In order to take advantage of Poor Relief a person should be born within the parish. This person should also live within the parish for up to three years prior to 1662, and also she or he should be employed for more than one year and a day. The candidate should hold an office within the parish and get married into the parish or gained poor relief within that parish previously. If a person failed to meet any of the demands within the strict criteria, he couldn’t count on Poor Relief. Folks would obtain either outdoor relief, that was paid to families who lived in their own or rented houses or indoor relief, paid to those people working in parish workhouses. In general, folks were placed into three groups. These were the impotent poor, old people and lame, blind or sick. Such people were cared for in almshouses as well as poorhouses and provided with relief by the government from the poor rate. As for the able-bodied, they were given the materials required and worked in a House of Industry. Besides this, the idle poor, those who didn’t have a desire to work or take part in unlawful activities, were sent to a House of Correction or prisons. With the industrial revolution radical changes arose. Since that time folks had to become more mobile and move into new cities for new jobs.
