The United States Coast Guard and National Defense

In accordance with U.S. legislation Coast Guard of the U.S. is a specific military service designed to monitor the implementation of federal laws and ensure the safety of vessels in the waters of the open sea and in inland waters of the country. In peacetime, it is subject to the Ministry of internal security of the country, and in the military order by the President it is transmitted to the operational Navy submission.

Coast Guard was founded by Alexander Hamilton as the Revenue Cutter Service on August 4, 1790. Until 1967, it was subordinated to the US Treasury, from 1967 to 2003 – to the US Department of Transportation, 2003 – the US Department of Homeland Security.

Coast Guard took part in all armed conflicts of the United States, including the landing in Normandy and the Pacific Islands during the Second World War, patrolling water communications and shelling the coast in the Vietnam War and the Iraq conflict. The soldiers in the reserve of the U.S. Coast Guard took an active part in ensuring combats of the U.S. military actions against Iraq.

Because of the events of September 11, 2001, in 2003 the US Coast Guard has been transferred from the Ministry of Transport into the new department – Department of Homeland Security (DHS) of the U.S. In the structure of the DHS the Coast Guard is one of the three agencies responsible for border security and the protection of the state borders of the United States.

In wartime, the Coast Guard may be transferred at the disposal of the Ministry of Defense and used by the US Navy.

In 2002, Marine Strategy, the US Coast Guard Strategy for Homeland Security, was adopted, which determined the role of this structure in the provision of internal and external security of the United States. In accordance with this document, the Coast Guard must perform the following tasks:

  • Ensure the safety of maritime boundaries, coastal sea lanes, and the approaches to the ports.
  • Prevent terrorist attacks in ports and marine areas.
  • Reduce the vulnerability of bases and ports infrastructure against possible attacks by international criminal groups.
  • Ensure the functioning of the water transport systems (domestic and international).
  • Minimize the damage in the aftermath of violations of the ecological state to the Marine Environment.

In December 2001, U.S. Coast Guard was formally admitted to the country’s intelligence community. In November 2002, a new position was established – assistant commandant of the Coast Guard for surveillance.
