To date, in European countries such as UK, Germany, France and the Netherlands, there are organizations that control the decency of movies. For example, in the UK the British Board of Film Classification is responsible for movies censorship, in France – The National Center of Cinematography (CNC), in Germany – German cinema Control Association, and in the Netherlands – Institute for the classification of audiovisual sphere. Even in those days, when the films were silent, the action itself could produce a much greater impression than words.
In the US, the censorship of films is monitored by MPAA – Motion Picture Association of America. Today, however, the administration of the assessment and coding (Code and Rating Administration), working with the MPAA, does not put a picture censorship, but assigns them a special code. Even back in 1968, MPAA gave the so-called formula of evaluation of the content of the film, which is based on the definition of force of impact of video on the viewer, such as the presence of violence, sex scenes and other. Each film corresponds to a rating system, fitting one of the categories, namely, G, PG, PG-13, R, NC-17.
To determine the ranking of each individual film MPAA creates a special commission, which watches the movie. After watching and discussion, the vote takes place, during which the film is assigned its future rating. In case of disagreement with the decision of the Commission, the producers or the director of the film may appeal, according to which another commission is gathered, identifying the rating of the film. As a result, the creators of the film take their own decision: to delete scenes, to shoot them again or accept the decision of the commission.
Music censorship is happening as well. Legally in the U.S. there is no such concept. At the same time, many performers point out violations of their constitutional rights, stating that their songs are censored by the radio stations of various public and religious organizations, stores and even record companies.
Music censorship refers not to the quality of the musical material, but to the content of lyrics and decoration of CDs. Neither the government nor the courts can force the stores not to sell some or other CDs. Traders themselves develop certain criteria for decency. In this situation, the censor, of course, is guided only by own concepts of acceptable.
Since the 1950s, music censorship has evolved together with rock ’n’ roll. Many musicians, including Billie Holiday and Elvis Presley to The Beatles and Rolling Stones and, then, Osborne and Kurt Cobain have passed through the merciless millstone of music censorship.
