Compensation for Slavery

Most Americans agree that slavery and its aftermath has left an indelible imprint on the psychology of the nation. What they diverge is in the principles of how you need to get out of this situation.

In summer 2009, the US Senate issued a proclamation with the official apology for the hardship and suffering caused to the slaves of the American South. The only African American in the current composition of the Senate Roland Benicia from Illinois praised the step of his colleagues. He added that an apology should have been done before, and that they do not remove the question of reparations.

Cash compensation for damage is not new in American political life. In 1988, both houses of Congress unanimously approved a bill on reparations to all survivors of Japanese Americans on the West Coast interned after the Japanese attack on Pearl Harbor during World War II. This action of President Roosevelt administration was found to be illegal, dictated by racial prejudice, war hysteria and false representations of the then political leadership.

President Reagan signed a bill, after which Japanese-Americans interned 43 years ago, and their direct descendants have been paid a total of $1.6 billion. Advocates of reparations for slavery emphasize this case as a precedent.

There is also a precedent in regard to the amount of compensation. During the Civil War, General William Sherman of federal troops marched along the southern states, freeing the slaves on the plantations. General urged blacks to start an independent life, promising after the war each family 40 acres of land and an army mule.

The then Congress voted for the payment of the compensation to four millions of slaves who survived the Civil War. However, President Andrew Jackson refused to sign the bill, returning it to the legislators. Since then, sporadically the bill is taken out of the archive, renewing controversy.

The modern equivalent of 40 acres and a mule was the battle cry of supporters for reparations. Opponents of the measure are confident that it will cause an explosion in the country of racial hatred. During one discussion, the White Congressman Henry Hyde said that he had never had slaves and neither he nor his ancestors oppressed anybody, so why does he have to pay for damage caused by a few generations before he was born?

There are other arguments as well. Today, it is very difficult to set kinship with the slaves, who as a rule did not have any documents. The composition of the US population for 150 years after the abolition of slavery has changed radically. Demographers do not exclude that by 2050, white Americans will be a minority. Thus the debate about reparations is likely to remain at the previous stage.
