Employment Relations in Singapore

Singapore government from the start of the 1970’s actively uses the experience of Western European countries in the field of labor relations and labor market constantly adapting methods of regulation and workforce development strategy to the changing conditions of the world economy and the objectives of economic development.

Singapore Employment legislation establishes the right to form trade unions, to bargain collectively and to strike. The former practically has not been used after 1986, partly because of the complex arbitration and conciliation, which must be preceded by the announcement of the strike. The Government has been actively involved in the regulation of labor relations and the maintenance of social partnership. The Employment Act establishes a standard 44-hour workweek. The level of social security of workers in Singapore ranked second in Asia after Japan.

Singapore ranks 3rd in the world in terms of competitiveness of the economy according to the rating of the global competitiveness of the World Economic Forum in 2010, while China is ranked 27th out of 139 countries surveyed. Singapore institutes are marked as the best in the world; Singapore is ranked 1st by the absence of corruption, government effectiveness, and efficiency of product and labor markets. The development of the financial market of Singapore is ranked second in the world, and the development of infrastructure to a world-class level brought Singapore the fifth place.

In 1972, the National Council on Wage was established in Singapore, which includes representatives of the government, Singapore National Trade Union Congress, and private entrepreneurs. The main task of the Council is help to the government in creation of general line in remuneration. Every year, the Council develops recommendations on changes in wages, as well as different schemes of stimulation of growth of productivity. Recommendations of the Council after the government’s approval become a basis for negotiations between entrepreneurs and hired workers.

In Singapore, the Trilateral Commission was created in order to regulate labor market and all the spectrum of employment relations. The Commission includes the representatives of the governments (Ministry of Manpower), the National Federation of Employers, and National Trade Union Congress. In 1982, the amendments were made to the law on trade unions. According to a new law, the main role of trade unions is development of cooperation between workers and employers, improvement of work conditions, and increase in labor productivity and production in general as a basis for the improvement of the well-being of the employee and the country.
