Arguments over crime figures have been raging ever since authorities began counting criminal action. In 1930 the United States congress approved the attorney general of the United States to reform offense in the usa. The Federal Bureau of Investigation has been chosen to execute the application. (Schmalleger p.38) The Uniform Crime Reports is that the poll taken by the FBI. This step of crime in America depends on reports to the police by victims of offenses. The UCR Program was developed by the FBI for the purpose of serving law enforcement as a tool for both operational and administrative functions. Throughout the International Association of Chiefs of Police (IACP), the UCR Program was designed. Later, the National Sheriffs' Association (NSA) endorsed the program and functions in an advisory capacity today. Prior to 1930, no extensive system of offense data on a national scale . Now, for close to forty years, the FBI's Uniform Crime Reporting Program has been collecting crime date from participating states, either by the individual agencies within the states or directly from country programs. Statistics are accumulated on what is known as the "index crimes". The seven offenses comprising the crime indicator are murder, rape, robbery, aggravate assault, burglary, larceny theft, and automobile theft. Arson was added to the offenses in 1978. Whenever complaints of crime are determined by investigation to be unfounded or false, they're removed from an agency's count. The number of actual offenses known is documented regardless of whether anyone is arrested for the crime, stolen property is retrieved, or prosecution is undertaken.
