Uganda Harm Reduction Network is a civil society organization established in 2011. Its principal focus is to make a secure and safe Ugandan society that acknowledges and protects the health, social, economic and human rights of drug users. In any case, it demands that policies and interventions designed to serve drug users reflect specific individual and societal demands. Outlining the Problem The restrictive and fight against drug consumption, supply and production in Uganda has been set up for more than 50 decades. Uganda has always punished and arrested drug users and traffickers (Uganda Harm Reduction Network Report, 2010). The National Policy on illegal Medicine per today is more retributive than it would be realistically rehabilitative and accommodative. This has driven all drug related activities underground and the nation has not generated any suitable and credible effects in reducing the trafficking and consumption of illicit drug. Hence, there's need to re-think the plan and reevaluate the present mechanisms. The zero tolerance policy impacts the nation and the citizens mainly in three manners; 1. The country is deprived of those taxes that would accrue the government coffers when the drug dealing would be lawful but under government regulation. For example in Uruguay, the main reason given for legalizing the market and consumption of marijuana is to tap the taxes which went untapped once the activity was completed underground that's anticipated to be at 40 million US dollars annually (Funez, 201...
