The Common Examination Framework is used by various experts and agencies to use one process of sharing information and integrate working on a young person (revise & re-word more info) The CAF process is seen as a center element in included working and encourages far better use of the time used to assess teenagers, seen by many as a general and neutral system utilized by all companies. The CAF emerged from the 2003 Green Newspaper 'Every Child Concerns' which marked an insurance plan of the integration of practitioners and services. (Wise, C, & Harrison, R, 2005)
Requirements prior to starting the CAF
As undertaken the role of a youth employee I selected Candi (my 16 yr old little princess who lives with her mom from a earlier matrimony) as the young person I'd like to help to fill in the CAF form. In the case of the assessment performed for the project, it was told Candi the purpose and end result of the diagnosis and she was not being formally evaluated, and that the procedure was to critically evaluate the CAF and lay out the module guide and proven to Candi, although unsure initially, Candi was pleased to move forward. I choose Candi as the applicant due to fact of the teenagers who I practice with are young offenders and for their court requests, they identities have to be guarded and a majority of the young people flatly refused to participate.
The question is asked of what led to the assessment of the young person which has to clear and an decided statement by all involved and if any other agencies that are participating with the young person including the young person and households/carers.
Key areas of the CAF is to participate the young person with households along the way and try and develop a much better understanding of the procedure and indentify the young person's 'needs' at the earliest perceivable level, however, with most firms and services, most families are reluctant and cautious with sharing information especially if persons have been associated with any companies and services before. This reluctance is excatly why the young person and family must have the full understanding of the complete process and the huge benefits so the training of the practitioner must be full and up-to-date (revise) however as a youngsters worker and assessing the young person, the practitioner must keep own principles and standards aside "if I'm talking to a particular person, it is not a question of aiming to lead to my ideals, but often to try point out some different ideals" (Smith, M, 1994)
Candi hasn't been involved with any companies before or evaluated officially by any services before, when asked how she'd feel about being formally assessed she said she'd feel frightened and incredibly nervous of the procedure and despite having her mother present she'd be frightened to state the wrong part of circumstance of herself or parents into trouble.
If there may be several services involved with the young person, a team would be arranged around the kid meeting and then the lead professional would be determined, (reword) however there is a reluctance to be the lead specialist in the CAF process as that practitioner becomes the bench symbol for any further action taken by future agency's or specialists, the reluctance has gone out of fear of making blunders from the pressure of lead practitioner. (revise)
Current family and home situation
While filling this section, Candi believed uncertain how to answer the question and viewed towards her mother for authorization, before providing any personal details about family. This section can difficult for the young person if under 16 and a parent or carer exists, before the assessment is completed, there are no details of the present family situation whether problems are apparent or not, Candi lives as part of a one parent family with her more radiant sister who's 11 years of age and times can difficult with looking after her while her mother works, however some small children come from broken homes with various amount of difficulties or moving into children's home, or with friends which only can build as the young person's anxiety.
Agency engagement with young person
The assessment process used when undertaking can be very intimidating and very personal, however family or carer support is essential throughout as personal and private information is obtain, plus information of any company engagement, doctors, health guests, connexions and any educational provision and so-forth can to hard to ascertain during the diagnosis with the young person. Candi found personal details
The process of the CAF attempts to look at a Varity of moral issues with over 30 answers to the question of ethnicity that can be an individual and perplexing question to ask to ask a young person. So that it is preferred to ask the family or young person to self define their ethnicity and no assumptions should be made by the practitioner. (revise)
Development of the young person
To try and ascertain the development of the young person with concerns/needs and advantages/resources a variety of information (revise) affecting health, emotional and self-confidence with amongst others which may be difficult to acquire information about unless if in close contact through personal contact through different circumstances with a far more impersonal atmosphere to access know the young person has a far more trusting encompassing. Candi found this section hard to describe, especially about her feelings. Candi didn't understand why these questions needed to be asked and their goal. It was explained emotion needs are important part of a young person's development and any problems or needs needed to be ascertained in order to help the young person and not (revise)
A majority of teenagers when asked about the normal Assessment platform and what the process was used for would be uncertain unless the young person has been explained what the process may be used to try improve areas of life improvement (revise) and improve personal development, however if described how it may involve a kid security or safeguarding strategies if certain aspects should come up during the diagnosis process, that could cause matter to the young person, the young person could not be as forth-coming with personal information about family life in general, and especially if the parent or carer is involved in the process. However, the whole process is made for the positive aspiration welfare of the young person. (revise)
Parents and carers
Information compiled in the section entitled 'Parents and carers' involving information including basic good care, emotion warm and restrictions for example can be quite personal to the young person and the parent or guardian/carer could hinder any question asked. Much like most young people, private information including emotions can be quite hard to divulge particularly if the young person is experiencing life periods including puberty and adolescence. (revise)
Family and environmental
Family and environmental functions including the well-being of the young person plus resources including education but financial account can a delicate subject however can provide a valuable insight to family concerns. Financial difficulty can cause a range of problems which impact interpersonal and personal development of the young person either by not signing up into further education or by ascendance of parents/carers working unsociable and unpractical time causing family disruption in the family home. (revise) Candi found this part difficult to complete considering the romantic relationship with ourselves and her mother being there during the assessment. I believed Candi didn't answer the questions totally seriously and her fullest (revise)
Well-being scale of the child/person by the assessor and the well-being size 0-10 given by the mother or father/carer is also used too which can seen as a redundant tool as a number of different factors can effect the range however an over-all indicator by the mother or father/carer on their thoughts and opinions of the young person's well-being nonetheless it can never provide a true representation (revise)
Improvement and review
Improvement and review which includes the views of the father or mother/carer/young person (revise)
Young person's goals
Young person's personal goals and general view of diagnosis (revise)
Practitioner's goals and view of examination (revise)
Conclusions, solutions and actions
Conclusions, solutions and actions is the stand or an opportunity to indentify key areas for change with recommended actions by the whom and estimated time of action that ought to have those involved working towards same agenda and encourage young families to what is going on as easier improvement is usually to be made. Specific goals are to be made either short or permanent but nonetheless be specific in the review time.
The view and thoughts of the young person should be noticeable throughout the procedure and take any comments that happen to be relevant and helpful, "adolescence is therefore seen, as young ones workers, as a moment of questioning - an instant in which teenagers echo critically in their sense of self applied, their values and ideals" (Young, K, 1999 p. 28)
The CAF process can help identify needs at an early on stage and help education specialists achieve better engagement with young person and with institution attendance; future academic aspiration and help the young person improve health insurance and family connections with siblings and parents/carers.
Noted on bottom of CAF form is an email of exceptional circumstances and significant injury to the young person which asks the question of pursuing safeguard procedures if at any time the practitioner feels that there is an issue. "Those that work with young people have a responsibility to safeguard and promote their welfare" (C. Good & Harrison. R, 2005 p33), this can be an important issue for any practitioner or one who works with a young and is an important responsibility and requires vigilance (reword) and attention to the young person who may not be rewarding the needs and development probable. (C. Smart & Harrison, R, 2005)
