The term "Commissioning" is described as an activity of assessing how a persons need is to be met, through priorities and selections, and allocation of resources. All of the phases in the commissioning process are interlinked and dependent on each other to ensure the best outcome for people.
In modern times, the Government has publicised lots of initiatives that would change the way that services for learning impaired people are designed, commissioned and provided, to ensure that learning handicapped people have higher choice and control over their lives through personalisation.
Personalisation is a moderately new term and has generated different applying for grants what it'll mean and how it'll work in practice. This allows visitors to be accountable for themselves and can make their own decisions about what they require, but that they should also have information and support to enable them to do so. In this way services should react to the individual rather than the person having to fit with the service. Brokerage is a means in which people with learning disabilities can be helped to understand the social attention system. Support planning and brokerage may very well be of benefit to anyone who obtains social care financing, those people who privately pay for their own care and attention, individuals who are looking for unpaid informal support as well as people who use other sources of funding to aid with leading their lives just how they want to

However, some schemes do not totally follow the Canadian model; and, equally, some schemes which are not called service brokerage may integrate the main features. Whilst the language of brokerage may appear new, the functions of brokerage aren't and many people will have been getting this type of support as part of their existing support agreements. The role of the broker is: an intermediary who arranges a deal between a customer and supplier of services.
