a. PROBLEM Id AND AGENDA SETTING
Problem identification the term itself identification, the initial thing to be achieved is to identify what is the issue. And is the organization and gathering of information on how to solve the situation and further working for solutions. Agenda setting up, prioritizing the situation that needs a particular attention down to the easy issues. Those under the salient issues are the once talked about and thoughts, ideas and alternatives are organized within an agenda.
After gathering salient issues. Insurance policy creators under the legislative and bureaucracy stick to the issue and develop a regulatory strategies on how to address the problem. Effective formulation and appropriate formulation will be produced. In effective formulation, the insurance policy makers identify if the insurance policy is implementable and productive. If not, coverage analyst will identify some alternatives. In Appropriate formulation regulations makers will make a decision whether it'll be implemented or rejected. It will depend on the decision of the majority.
The third period of plan development process. The coverage is preparing to be implemented by the federal government for the future implementation for the answer of the problem and bring about a change in the state.
Implement the implemented policy. The insurance plan will be put in place and allocated from the most notable (leader) right down to the officials of the local government and the several government businesses and other private businesses involved. Policy will become rules and regulations and it'll be applied
Is a critical thinking method of assess the executed policy and its outcomes. According to my reading upon examination, statistical data and verbal data is made in order to produce a subjective and reliable result. It's the final process wherein all insurance plan makers, legislators and officials determine if the coverage achieved its goals and find out if there are revisions and changes.
Politics, Regulations and budgets
Workplace. Almost all of the establishments takes a nurse, 2 and more. The surroundings in these institutions are politics ones. Such organizations are: big Clinics, clinics, firms, institutions, agencies under the federal government or private, Home care and attention, and other health companies. Policies are recommendations to numerous health facilities. The presence of a nurse in the several facilities is vital in the determinant of health of all the people engaged inside the service taking into consideration the available resources and be an affect and an advocate and make a tips to the top level of the facility to be able to maintain and provide adequate resources in the organization.
Government. To be a Heath care supplier, the guidelines and actions from the federal government extremely affects the lives of the folks especially the underprivileged ones. According to my readings and research middle class countries including the Philippines, its authorities finance almost all of the programs including health in the several areas. Such funded programs are prenatal good care, food safety, general population highways, operates classes and some health care facilities. Bureau of flames protection, assistance to the poor and old ones. Federal government in the Philippines deciding who'll be provided special attention and benefits with respect to the kind of attention needed cases are supplying vaccines in community/implemented barangays, giving first aid to the people influenced by typhoon and earthquakes and other calamities. We Nurses are influential inside our respective domains and not simply in Medical but including all the aspects of health. We should be upgraded and well kept up to date. We are liable and capable enough showing the government our really wants to produce improvement in the health to our area also to the national level through regular membership with Nursing Associations and active head in other connected health organizations, participates in debates and we will become powerful and influential in the coverage implemented.
Professional Organizations. I am an Orthopaedic Operating theatre nurse for 7 years in the Philippines and in Libya. We've developed organizations that helps in influencing the Operating Theater Medical practice in the Philippines. One of the samples are ORNAP (OPERATING ROOM NURSES ASSOCIATION INSIDE THE PHILIPPINES). As a dynamic member, one of the goals is to be the main advocate for Orthopaedic Operating Theater Nurse established from quality practice from the developed countries like USA and Dubai. We disseminate updates, styles and trainings to our fellow Operating Theatre Nurse to the neighborhood government and some private and federal secondary Nursing homes or tertiary Clinics. We have a contingency plan if calamity arise. We pledged and are held accountable to adhere to the needs of influenced individuals, offering our support and totally practice our special profession established from trainings, constant education and workshops proposed by the government. For the operating theatre nurse and other health care specialists from the other associations, we can work as a team to effectively practice our advocacy to help every specific, family, and community share the available resources provided by the government. When Nursing Organizations joined causes it creates a large influence to the complete society.
Community. According to definition, a community is an organization that talk about something in common and an connections within the group or with one another committed to share for the output and betterment of their living. We nurses is definitely an advocate by searching issues and impact interested people inside the city to be an active participant in mobilizing support and affect change. Furthermore, nurses can be a big help by gathering data's and facts about today's health situation and identify what remedies or plan of action can be produced to at least relieve, reduce or eradicate the source of problem by putting into action independent Nursing actions such as health education and evaluate it and additional reporting to the neighborhood government. The mark budget and resources will be given in line with the reported scarcity. Such issues prevalent locally is the outbreak of some communicable diseases.
Decision - Making
A. 1 Rational model
The structure, steps an focus of the model
It is the process of logically identify the situation wherein all the associates of the group must have a common recognized problem. Each individual will be confronted with alternatives. The group will set up, assess and create alternatives, and must prepare yourself with the consequences and finally implement and monitor the performance and improvement of the alternatives chosen.
The first rung on the ladder is verifying, defining and gathering information. With this level each member will contribute in giving ideas, inspirations and inputs. Brainstorming is vital. The next step is to primarily implement the solutions. Each member has its ideas and contribution to explore alternatives through brainstorming if problem exist for it is best to are a theme. Third step is objective evaluation. In this level, the theme will determine if the alternatives is successful or not. If not, other solutions and options to the underlying consequences must prepare yourself. Finding the right solution is the next phase and secondary implement it. And lastly use the alternatives and monitoring the results and results of the alternatives. This stage takes very long time.
Advantages of using the Model
The problem is done as a style, brainstorming of every members to attain good alternatives is obtained. This approach is dependant on scientifically obtained data that helps in reduction of errors, assumptions and all factors behind poor judgements. This approach also uses logic and a process and deliberating the possible outcomes on the original execution of the alternatives to reach a good and best end result or final decision.
Disadvantages or constraints of using the model
This decision making process is unsuitable for quick - decisions. It requires a deliberation and a careful examination of the choice it requires time because of this. It is utilized just for long-term decisions not for short-term. It requires many information from the users. In addition, it assumed an accurate, good knowledge of the alternatives and options.
A. 2 Garbage can model
The composition, steps and emphasis of the model
The model occurs when there is a disorder and uncertainties inside the business due to lack of a ruler or federal government control, fast turnover of positions in an company and there can be an unclear understanding of technology. The participants of the organizations aren't clear in knowledge of the procedures or the tastes of the decision makers. Members almost all of the time aren't mixed up in decision making. Garbage can models focus on giving many alternatives but oftentimes worthless because there is no appropriate problems recognized. Sometimes there are problems arise and the solutions made is appropriate to the issue.
By quality. I worked as an employee nurse in another of the private hospitals inside our town. We have fast turnover of your chief nurse. The problems from the past chief nurse continues to be existing and endorsed it to the new chief nurse. The solutions made by days gone by is gradually integrated and waiting until the entire problem will be resolved which is now passed for this chief nurse. The issues and solutions made by the past is successfully solved even in the lack of the one who made the choices after amount of focusing on them.
By Oversight, For example, The New Chief Nurse is not amply trained with the activities or the sort of work environment he is into. He assumes that the decision made by the past Chief Nurse comes with an attached problems so he made another choice in the very least span of hard work.
By journey. After having made the options, the problems is not solved as a result of underlying problems attached to other options. By trip, it delays the options made by hanging around until other problems mounted on the choices solved by itself in time. If the issues leave the choice, it's the time to consider.
Advantages using the model
There is not a brain storming with the customers. It is requested quick decisions in urgent situations due to immediate leaving or absence of the (experienced) decision maker, ruler or the first choice.
Disadvantages using the model
You can't start to see the big picture of the situation and solutions if it'll be successful or not. Having less urgency in working with the situation is lost. The budget is bound. There is also a lack of coordination with other users. Discord of interest arise.
B. Explanations of the operations involved in each one of the following types of decision-making processes and the levels in just a healthcare organization they can be used and its examples.
Structured decisions are decisions wherein solutions are already determined and set up (programmed). The administrator is already found in solving this issue because the duty is routine. The knowledge of solving the challenge is readily available. A good example is selecting nurses in the health care facility. The director already planned a remedy to the condition of the center.
Unstructured decisions are decisions in case of emergent situation. The answer is not designed that makes the situation uncertain. It really is a learning from your errors approach that needs an immediate solution and brainstorming striving to solve the issue in an exceedingly short time. An example is the outbreak of unknown disease that cause an abrupt range of casualties in a medical care facility or hearth rest and the director makes a decision that is unplanned.
The matter is deciding the organization's targets and meet its targets by identifying sources and then attain guidelines and lastly disposition of the resources.
In a Medical setting, one of its committees is in charge of the allocation of budget. In this particular stage, after structuring the facility's fund strategic decision is applied. Evaluating if the program performs well in relation to set up decisions of reduced amount of the budget and staffs in the service and providing other resources but keeping its businesses good performance. When goals are met arranging standards for procedure will follow
At this stage, the matter is on the effectiveness and efficiency of the specific task of employees based on the available resources, criteria and scheduling of employees.
Example is the monitoring of the procedures activities daily.
